Volume decides the technology, and everything else follows from that

Monthly page volume decides this. A DesignJet moves printheads back and forth across the page, which keeps the hardware affordable and suits offices printing tens to low hundreds of drawings a month. PageWide XL fixes the heads across the full width and moves the paper underneath in a single pass, producing A1 pages many times faster, which suits reprographics bureaux and large engineering offices.
The technical difference, and why it matters commercially
A DesignJet is a scanning inkjet. A carriage carrying the printheads traverses the media, laying down a swathe, the paper advances, and the process repeats. More passes means better quality and slower output, which is why print modes exist.
A PageWide XL has a stationary printbar spanning the full media width. The paper moves under it once. There is no carriage travel, so the page rate is a function of how fast you can move paper, which is dramatically faster. Published figures for the mid-range PageWide XL machines sit in the region of ten to fifteen A1 pages per minute, with the high-end Pro models quoted considerably higher again, against a few pages per minute for a fast DesignJet.
That architectural difference explains the price gap and also explains the running cost difference. A PageWide XL costs more to buy and less per page at volume. A DesignJet costs less to buy and more per page. The crossover point is entirely about how many pages you produce.
Working out which side of the line you sit on
Count your actual monthly output in A1 equivalents, including reprints and including the jobs you currently send out.
If you are printing fewer than roughly a couple of hundred A1 pages a month, and your peaks are manageable, a DesignJet is the sensible machine and a PageWide XL would spend most of its life idle.
If you regularly print several hundred to thousands of pages a month, or if you have deadline peaks where a whole tender set has to come off in an afternoon, the page rate stops being a convenience and becomes the reason the job is possible. That is PageWide XL territory.
The peak matters more than the average. An office averaging 300 pages a month but needing 800 in two days before a submission deadline has a throughput problem that a monthly average hides completely.
Where each range sits
The DesignJet line spans a wide spread. The compact T230 and T630 suit small architectural and design practices printing intermittently. The T650, T850 and T950 step up in speed, media handling and connectivity for busier offices, with multi-roll and MFP options appearing as you go up. The T1600 and T2600 sit at the top of the production technical range, with the T2600 adding scanning and copying. The DesignJet XL 3600 and XL 3800 are multifunction machines built for higher technical volumes with integrated scanning and stacking.
Separately, the Z6 and Z9 are photo and graphics machines. They share the DesignJet name but they are built for image quality and colour gamut on posters, photography and fine art, not for drawing throughput. Do not compare them to a CAD plotter on page rate, because that is not what they are for.
The PageWide XL line runs from the 4250 through the 5200 to the 8200 and the Pro series, increasing in speed, media capacity, finishing integration and duty cycle as you go up.
Ink, and what it means for your drawings
The ink chemistry differs and it shows up in the finished drawing.
PageWide XL uses pigment ink throughout, which gives water resistance and good line durability on a site where a drawing will get handled, folded and rained on. Several DesignJet models use dye-based colour with pigment black, which produces excellent colour on plots and presentation work but is less robust when wet.
If your drawings live in a site office and get carried around a construction site, that difference is practical rather than theoretical. Ask specifically which ink set the model you are considering uses, because it varies within the DesignJet range.
The things people forget to specify
Media handling. How many rolls does it hold, and can it switch between them automatically? An office that prints A1 and A3 from the same queue wastes real time swapping rolls on a single-roll machine.
Folding and stacking. At volume, output handling becomes the bottleneck. A machine producing 15 pages a minute onto the floor is not producing 15 usable pages a minute. Integrated stacking or an online folder changes what your staff spend their day doing.
Scanning. If you copy or archive drawings, an MFP configuration is cheaper and less trouble than a separate wide-format scanner.
Security and network. Corporate and government environments increasingly require authentication, encrypted disks and managed firmware. Raise this early, because it can rule models out.
Running cost per page, and how to compare it honestly
Cost per page is where these two ranges separate, and it is also where quotes become hard to compare.
Build the figure from ink at a realistic line-density, not at a five percent coverage test plot that no real drawing resembles. Add media, printheads and maintenance parts over their expected life, and add the service plan divided by your page count. Then add the output handling labour, because a person sorting, folding and collating plots is a cost per page even though it never appears on a consumables invoice.
Compare like for like on print mode. A DesignJet quoted in its fastest draft mode and a PageWide XL quoted in normal mode is not a comparison, it is a sales tactic. Specify the quality level your drawings actually go out at and hold both quotes to it.
One more thing worth checking: what the machine does when it sits idle. Offices with irregular printing sometimes find that maintenance cycles on a lightly used machine consume a meaningful share of their ink. If your printing is bursty, ask how the model behaves after a week of inactivity, because that answer affects your cost per page more than the headline ink price does.

A practical recommendation
If you are a small practice, buy the DesignJet that matches your roll handling needs and spend the difference on colour accuracy and a second roll rather than on speed you will not use.
If you are a bureau or a large engineering office, model the cost per page at your real volume across five years, add the labour your current output handling consumes, and compare that to the hardware gap. At genuine volume the PageWide XL usually wins on total cost even before you count the deadlines it lets you accept.
